I had the oem ps steering pump fail on me a while back and have ever since had a whine from the ps. I have a very similar problems with mine. Now I know my front suspension needs to be replaced, and before it seemed whenever I went on a bumpy road the PS whine would start. It usually appears when the car is hot, you can hear the whine when accelerating, but also a weird loud creaking noise when turning the wheel for a turn. Now the issue seems to be back, but its much more random. He simply cleaned the reservoir and put new fluid. After around 3 months, the issue came back and I took it to the mechanic last May 2020. Digikey part 317-1134-ND appears to be a close substitute and available if you want to just replace the thermal fuse. The Digikey part referenced in the link to replace the thermal fuse is obsolete and no longer available. The part number for the module is 79330S6M941 and it can be found on ebay for around $15 USD. The service manual recommends replacing the cabin filters every 2 years or 48000km. Checking the cabin filters, they were very dirty and would have caused the overheating in the module with the airflow restricted. Measuring the resistance across the fuse indicated it had opened. Searching youtube, I found the following video which points to the culprit as a thermal cutoff. The fuses appeared good and once in a while it would start up for a few seconds. My friend’s RSX blower wasn’t working so he brought it by for me to help him debug it.
